President Kagame and President Museveni hold Gatuna Talks

This Friday at Gatuna border crossing, President Paul Kagame, President João Lourenço of Angola, President Felix Tshisekedi of DR Congo and President Yoweri Museveni of Uganda are meeting at Gatuna for the fourth Quadripartite Heads of State Summit.

President Kagame, President João Lourenço, President Tshisekedi arrived at Gatuna  border a few minutes before noon where they were joined President Museveni and instantly proceeded for a tête-à-tête meeting.

Today’s meeting will among other things review the implementation of a Note Verbale from the Government of Rwanda sent after the third meeting of the Ad Hoc Commission on the implementation of the Luanda Memorandum of Understanding between Uganda and Rwanda held in Kigali on February 14.

Uganda was meant to respond to the Note Verbale on February 20, which Minister of State for Foreign Affairs, Regional Cooperation and EAC affairs Olivier Nduhungirehe acknowledged that it was done.

Among the Seven (7) demands put forward, Rwanda expected reactions to the verification of operations and fundraising activities of; Prossy Bonabaana, Sula Nuwamanya, Dr. Rukundo Rugali, Emerithe Gahongayire and Emmanuel Mutarambirwa.

The individuals are said to be part of the RNC leadership through an NGO called Self-Worth Initiative.

Rwanda also requested Uganda to withdraw Ugandan Passport N° A000199979 that was issued by the Ugandan Government to Charlotte Mukankusi, Commissioner in charge of Diplomacy in the RNC terrorist organization.

Nduhungirehe confirmed this morning that the passport had been withdrawn.

Other demands by Rwanda to be taken into action by Uganda include; to disband the Rwanda National Congress and RUD-Urunana networks in Uganda, and to arrest and extradite all its members so that they can face justice in Rwanda; To refrain from all actions meant to destabilize the Republic of Rwanda and eliminating all factors that may create such perception;

Other demands put on the table include; Holding accountable facilitators of RNC and RUD-Urunana networks, including Minister of State Philemon Mateke, Brig Gen Abel Kandiho, Brig Gen Fred Karara, Col CK Asiimwe, Maj Fred Mushambo, Col Kaka Bagyenda and other government officials involved in the same activities; To repatriate the body of Emmanuel Mageza for a decent burial in Rwanda and to provide explanations about the circumstances surrounding his death. And Clarification about two other Rwandan citizens, namely Sendegeya Théogène and Rwembo Mucyo, who were allegedly transferred from CMI to Butabika Hospital and later got missing;

Rwanda also requested Uganda to allow Julienne Kayirere to be reunited with her child Joana Imanirakiza, who was abducted in Uganda after separating Kayirere from her one-month baby, when she was arrested on 29th November 2018 in Mubende District; and to unconditionally release all Rwandan citizens illegally detained in Uganda.

This week, Uganda released 13 nationals and deported two terror suspects belonging to RUD-Urunana terror group.
