The Facility Investing for Employment launches the next Call for Proposals in Rwanda

Private companies as well as public and non-profit organizations can apply for co-financing grants for their investment projects. All projects must create jobs that give access to social protection systems.

The Facility Investing for Employment (IFE) is an investment mechanism for job creation that provides co-financing grants for private and public projects in its eight African partner countries.

Applications for the ongoing Call in Rwanda can be submitted from 15 May to 1 July 2024. The Call is open to all sectors of the economy.

Private companies as well as public and non-profit organizations can apply. From purely private sector projects to public infrastructure projects, the Facility awards grants between EUR 650,000 and EUR 5 million per project proposal.

This Call for Proposals seeks applications for four types of investment projects:

1. Not-for-profit projects without revenue generation by the applicant: Grant up to 90% of the investment.

2. Not-for-profit projects with revenue generation by the applicant: Grant up to 75% of the investment.

3. For-profit projects with job creation mainly at 3rd parties: Grant up to 35% of the investment.

4. For-profit projects with job creation mainly at the applicant’s entity: Grant up to 25% of the investment.

It is essential that each proposed investment project contributes to sustainable job creation in the private sector and that the jobs give access to comprehensive social benefits. Projects that contribute to the promotion of women’s employment or to the socially just transition to a climate-friendly economy have a better chance of receiving a grant. IFE only co-finances mature projects that have not yet started and that offer reasonable chances for being operationally and financially sustainable.

Two-stage application procedure

Companies as well as public and non-profit organizations have until 1 July 2024 at 17:00 CEST to submit concept notes. Consortia are also eligible to apply. In a first step, the Facility will make a preselection from the submitted concept notes.

In a second phase, the selected applicants will be asked to elaborate full project proposals, which will then be evaluated in detail.

The Facility Investing for Employment is an investment mechanism created by KfW Development Bank on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) as an integral part of the Special Initiative "Decent Work for a Just Transition".
